The report, prepared by Associate Professor Cathie Elder and Dr Kieran O’Loughlin, explores whether a common language levels framework, such as the Common European Framework of Reference for Languages (CEFR), might serve to monitor English proficiency at entry and exit from ELICOS courses and articulate pathways within and between institutions.
It contains an overview of the ELICOS sector; a critical review of relevant language levels frameworks; and the results of a survey and interviews involving ELICOS stakeholders.
The authors outline requirements for implementing a national framework and conclude it is not feasible to do so. However, given the international currency of the CEFR, the authors suggest that ELICOS providers be made aware of the methodologies for linking CEFR levels to currently used tests, scales and curricula.
