National Code – Part B: Government Roles and Responsibilities

This Part documents the respective roles and responsibilities of the Australian Government and the State and Territory Government authorities which administer the National Code. The Australian Government has the overarching responsibility to protect the reputation of Australia’s education and training industry. It supports the industry’s capacity to provide quality education and training services and maintains the integrity of the student visa programme. State and Territory Governments are responsible for regulating education for international students studying in their jurisdictions.

The Australian Government is currently working with the States and Territories to determine the detailed allocation of roles and responsibilities under the National Code 2007.

Once determined and approved by the Australian Education Systems Officials Committee (AESOC) further information will be provided on this site.

Shared Responsibility Framework (SRF)

On Friday 24 August 2007 the Australian Senior Education Officials Committee endorsed the Shared Responsibility Framework (SRF).
The SRF sets out the respective roles of the Australian Government and designated state and territory authorities in administering the Education Services for Overseas Students (ESOS) framework.  In doing so, it makes clear the operating responsibilities of each jurisdiction which were originally established under the ESOS National Code in 2001.

The development of the SRF was guided by the principle that the improved model would effectively and efficiently administer the ESOS framework, minimise duplication and red tape, support national consistency and minimise the regulatory costs for governments and providers.
