Oon Ying Chin Counsellor (Education) Paris Australian Delegation to the OECD Post Jurisdiction: Europe(OECD)

Ms Chin’s role includes representing Australia’s interests at OECD meetings, conferences and related activities, monitoring and providing strategic policy advice and information to the Australian Government Department of Education, Employment and Workplace Relations (DEEWR) on portfolio issues and opportunities, and promoting Australia’s education policies and initiatives in a variety of fora, including Australia’s bilateral interests with France. She will also manage DEEWR's interests in UNESCO and member states’ activities.
Ms Chin brings to the position a breadth of understanding of education, science and training issues on the Australian and the international front, strong policy and analytical skills as well excellent representational capabilities.
Ms Chin has broad policy experience, having worked with government from the private sector, in State and Australian Governments over a period of some 22 years, including representational responsibilities to the OECD in DEST. She is well-respected for her cross-agency and cross-government engagement, having led a cross-portfolio team of officers to undertake a whole-of-government project commissioned by the Australian Public Service (APS) Management Advisory Committee (MAC) of Portfolio Secretaries and Agency Heads concerning the conduct of the APS on matters requiring cross portfolio, cross-jurisdiction and cross sectoral collaboration. Her most recent experience, as Branch Manager in the Australian Government Department of Education, Science and Training's (DEST) central research, analytic and evaluation function, and leader of a Taskforce to support DEST’s contribution to the Council of Australian Government’s (COAG) human capital priorities articulated by First Ministers of Australian, State and Territory Governments, reinforces this whole-of-government policy response in DEST. |
